New term for NHS chair

THE chairman of one of the region's NHS trusts will continue in the role for the next four years.

Stephen Harrison's reappointment at NHS North Somerset will run from October 1 this year until September 2014.

New Tax to Cut National Debt;

GERRI WILLIS, HOST: Here is a day you can mark on your calendar, June 30th that is when the nation's debt jumped to nearly $166 billion in a single day. It sounds impossible, but it is true that is the third largest increase in U.S history for a total national debt of more than $13 trillion.

That is what you owe, that's what I owe and the kids and the grand kids and to give you the dollars and sense of last Wednesday's jump $165,931,038,264.30 that is bigger than the entire annual deficit for fiscal year 2007 or nearly $1,500 for every American household, again, in one day.

All of the top six biggest one day debt increases occurred in the past two years under President Obama and Bush. We have to do something fast and I believe it should start with stopping spending, but that is just my two cents and this is "The Willis Report".

Good evening, I am Gerri Willis. So the staggering national debt continues to grow so how do we become debt-free? You've heard by theory now one congressman is suggesting imposing a new 1 percent transaction tax.

So who's right? Ryan Ellis from Americans for Tax Reform joins me now along with "Market Watch" columnist, David Weidner.

David, before the show we were talking about how much money this could raise. Clearly it could we trillions of dollars overtime, really, you know, bail us out of this huge deficit problem we have. Do you think it is a good idea?

DAVID WEIDNER, COLUMNIST, MARKETWATCH: Well, I think we need to explore options like this because this is not going to be something that is pain free. In order to -- anybody who's been living on a credit-card and has to, you know, pay the piper and make their budget whole again knows that it requires a little bit of pain.

You have to stop spending and you've got to raise revenues and the reality is that a $0.1 tax, hey, it's not going to stop you from buying a pack of gum or $1000 on the TV -

WILLIS: All right, let's get Ryan a chance here.

WEIDNER: OK.

WILLIS: So, Ryan, I'm looking at these numbers, and let's drill down here and show folks what you would actually be on the hook for because it is frightening when you drill down and look how the tax will be applied.

A 5 buck tax on 518 would draw 1 percent remember on the entire transaction, and again, $300 tax on a $30,000 auto purchase. You'd have to pay $300 in addition to the taxes you already paid.

A $3 million tax on a $300 million business acquisition so this tax applies its every level, I guess, if you're in a manufacturing, you are just screwed really. Tell me, Ryan, what do you think of this? Is this fair?

RYAN ELLIS, AMERICANS FOR TAX REFORM: Well, certainly if you look transaction to transaction there is a potential for cascading, which are kind of alluding to with the manufacturer.

WILLIS: What does cascading mean?

ELLIS: Well, cascading would mean you're paying a tax on one purchase at one level of sale and then another tax again when it's sold to that the next level down and so on and so forth.

Much like sales taxes can often cascade today, but that is not even close to the biggest problem with this idea. I actually read this bill this afternoon and ran some quick numbers on this.
